Announces the Public Comment Period for Draft  Institutional Controls Plan Covering Residential, Commercial, and Public Properties at the
Libby Asbestos Superfund Site, Libby, Montana

On October 28, 2019, the U.S. Environmental Protection Agency (EPA), in cooperation with the Montana Department of Environmental Quality (DEQ), will release the Draft Final Institutional Controls Implementation and Assurance Plan for the Libby Asbestos Superfund Site, Operable Units 4 and 7, Libby, Montana. The plan—otherwise known as the ICIAP—details the use of institutional controls (ICs) at all residential, commercial, and public properties in Libby (operable unit [OU] 4) and Troy (OU7) of the Libby Asbestos Superfund Site (the Site). The ICIAP is the result of planning and collaboration between government entities and both communities.

Historic mining, milling, and processing of vermiculite in Libby are known to have caused releases of vermiculite and tremolite-actinolite series asbestos to the environment and EPA added the Site to the National Priorities List in 2002. As of August 2019, EPA has implemented cleanup plans for all portions of the Site except the former mine site and forested areas that make up OU3. The finalization of the ICIAP is one of the last steps in the transition of OUs 4 and 7 from EPA to the State of Montana, planned for April 2020.

ICs are key to the success of protecting the cleanup and public cooperation with ICs is essential. The public comment period (October 28 to December 31, 2019) is your chance to provide input. The draft ICIAP and a short fact sheet are available in hard copy at the EPA Information Center (at 108 E. 9th Street in Libby). Both documents are also available online. All comments received by EPA within the comment period will be carefully considered in the finalization of the ICIAP.
